Chonburi province - meaning Pattaya - Officially imposes restrictions due to the virus

Post by Gaybutton »

There are still no reported cases of the virus in Pattaya. Personally, I am in full favor of anything they can do to keep it that way.

Chonburi Province looks to tighten restrictions and precautions due to Covid-19 Coronavirus

By Adam Judd

March 22, 2020

At a meeting attended by all high level local and provincial leaders today, Chonburi and Pattaya leaders stated they were looking to increase the restrictions and precautions for the area in the wake of the threat of the novel Covid-19 Coronavirus.

The order, which has not been signed by the Governor as of press time but is due to be presented to him this evening, states the following:

-Closure of water parks/swimming pools

-Closure of amusement parks

-Closure of amulet and trinket markets

-Closure of internet shops and gaming cafes

-Closure of Pool Halls, Snooker Halls, Darts clubs and other types

-Closure of Arcades and entertainment style tourist attractions

-Closure of Bowling alleys

Restaurants, malls, stores remain open. Health precautions must be taken and restaurants must not be used as places to drink and socialize in large groups. Bars and entertainment venues remain closed.

The issue of the large amount of people gathering on beaches and the islands was also discussed, however, the Governor of Chonburi does not have the authority to close the beaches, that must come from the Ministry of the Interior as the beaches are public land. They stated that officials will discourage large groups of people, however, and that anyone showing signs of sickness will be removed.

Golf courses will, of note, remain open as will hiking trails, etc.

The length of this order has not been stated and this is a developing story, but highly likely to be signed and approved.

Additionally, Chonburi Province has the authority to screen and only allow in local residents with an address in the area, however, at this time this authority, similar to what is being used in Buriram, will not be used. The Pattaya News has had unconfirmed reports of people driving to the city being asked about the purpose of their trip or reason for visiting the area.

Chonburi has had ten confirmed cases of the Covid-19 Coronavirus since the start of the outbreak (Eleven if you count a Belgium man who was attributed to Phetchabun but visited the area) and eight of the cases are from a boxing stadium cluster in Bangkok. All have been contact traced and properly quarantined. The two previous cases were an Italian tourist and a Thai man who returned from Italy from several weeks ago and were also contained successfully.

When they say closing swimming pools, I guess they mean public pools. But nothing has been said about private pools at condos, for instance. I'd hate to be refused access to my pool in this weather.

That is correct. At least for now, what happens with condo pools gets decided by the management.

The Chonburi governor has now made it official.

I am expecting more restrictions as time goes on.

I am hoping these restrictions won't be "too little, too late".

Chonburi Governor officially signs closure order of additional places to stop Covid-19 spread, asks for people to stay off the beaches from 8PM to 6AM, market restrictions

By Adam Judd

March 23, 2020

The Chonburi Governor has officially signed a closure order for several additional businesses, effective today until “The situation improves” to help prevent any spread of Covid-19 in the Pattaya and Chonburi area.

The order includes the following:

-Closure of water parks/public swimming pools (Privately owned ones are up to private owners, including condos. Some condos have chosen to close, some have not. This is up to condominium management.)

-Closure of amusement parks (This appears to include public playgrounds as well)

-Closure of amulet and trinket markets

-Closure of internet shops and gaming cafes

-Closure of Pool halls, Chess Clubs, Snooker halls, Darts clubs and other types of attractions of this nature that causes people to gather

-Closure of Arcades and entertainment style tourist attractions

-Closure of Bowling alleys

This is in addition to all entertainment style venues previously being ordered closed. Of note, the previous closure end date was April 1st. Officially, this has not changed but at this point is likely to be “until the situation improves as well”.

The order also states that people should refrain from gathering on all Chonburi Beaches from 8:00PM-6:00AM. It is of note, however, that this is not an order but a request as public beaches are owned by the Ministry of Interior and is public land and would require a decree from the absolute top level of authority in the country to close which would affect the entire nation. At this point, this order has not, and is unlikely to be, given.

The order also says Golf courses may stay open but all clubhouses, tournaments, contests and meeting style activities must be closed and are prohibited. Precautions must be taken and large groups of golfers are prohibited.

The order says that beaches must ensure at least 1.5 meters between beach chairs and the chairs must only be used during daylight hours.

The order also addresses markets, many of which have been very busy over the past few days. They state that markets must have designated entry and exit points. Additionally, all visitors to the market must be provided hand sanitizer and proper precautions taken. Crowds should be controlled and people should not be gathering to drink or socialize at the market.

Restaurants remain open, but the exception is to eat, not for people to gather in groups and drink and socialize. Proper hygiene standards and distance between patrons must be followed.

People are encouraged to stay home, but it is not a shutdown or lockdown order and are free to move about as they wish.

Pattaya City releases very detailed report in English on Covid-19 situation in Pattaya, highlights here

By Adam Judd

March 23, 2020

Pattaya City leadership, in conjunction with the Chonburi provincial government, released an extensive eleven page report today in English which gives specific details about the cases and situation in Pattaya as well as specific steps being taken to ensure the Covid-19 Coronavirus does not spread in the Pattaya area.

Here are some of the highlights of the report:

-Ten cases total in Chonburi since the start of the outbreak

-Eight were from the recent boxing stadium cluster in Bangkok

-Two were people recently back from Italy. These cases are nearly three weeks old and are believed to be properly contained. All contacts were quarantined, tested and tested negative.

-A Belgian man who recently returned from Belgium visited Pattaya for one day, stayed at a hotel in Pattaya and visited an open air beer bar on Soi 8. All people he made contact with were contact traced and isolated, none have tested positive at this time. This case is about two weeks old and looks to have been mostly contained, with the nurse exception below. The wife and family of the Belgian man tested negative and were quarantined.

-Pattaya Memorial Hospital had several staff treat the Belgian man, one medical assistant has a fever and is currently under investigation and isolated. She is in the process of being tested.

-Pattaya has been training and providing support to many businesses in the Pattaya area to ensure the proper hygiene and safety standards are being followed.

-Pattaya has been in the process of a massive city wide cleaning and disinfecting project

-A 20 year old lady from Hong Kong who had recently arrived refused to self isolate and was caught by people assigned to watch her and ensure she self isolated on Soi Khao Noi after recently arriving in the country. She was returned to her residence and warned that if she continues to try to leave her place of residence will face up to one year in jail and up to a 100,000 baht fine.

The Pattaya News would like to thank Pattaya City for the extensive and transparent report showing that they care for our local residents and tourists. Further reports will be coming as the situation continues.

A friend of mine went to his bank - Krungsri - today and he wasn't allowed in because he didn't have a mask.

Jomtien Immigration to enforce social distancing while waiting for Immigration support, demonstrate how it should be done

By Adam Judd

Tuesday, 24 March 2020

You need to click the link to read the article and see the photos:

https://thepattayanews.com/2020/03/24/j ... d-be-done/

Even if you don't use Jomtien immigration, you might still want to click the link to see how absurd this has become. Do they really think people are going to queue up in that manner? The only way that even has a chance of happening is if they have people out there enforcing it. That's going to work just great for disabled people.

Why are they not suspending the 90-day address reports?

Why are they placing very difficult requirements on foreigners who want to go home, but are stranded in Thailand? Why are they being charged that 1900 baht for a visa extension when this unprecedented situation and the fact they are stuck here is no fault of their own and beyond their control? After this, if any of these people ever even think about returning to Thailand after being treated this way, I'll be amazed (or as they say in some parts of the world, gobsmacked)

Now they want you to have a mask to enter immigration. Good luck finding any masks. As soon pharmacies and anywhere else that sells them manage to somehow get masks in stock, they're very quickly sold out. Anybody besides me notice that some of the immigration officers in the photos are not wearing a mask?

I received a report today along with photos from a person who visited Jomtien Immigration on the 23rd to renew his extension and on the 24th to pick up his passport. On the 23rd, he said there was a long line (queue) to get into the building and he had to wait about 2 hours - the wait was for a "fever" check before being allowed into the building to get a queue number for the desk you needed to go to. Doesn't appear to be any "social" distancing.

When he returned on the 24th to pick up passport, he did not have wait in the line to get into the building. Instead, he said they had added a 2nd tent outside for folks to pick up passports AND to do 90 day reports.
