I have a feeling that several of these requirements will also apply once just anyone can travel to Thailand.

Foreigners allowed to enter Thailand on case-by-case basis

May 29, 2020

Under phase 3 of the lockdown relaxation, foreigners with work permits or permission from the Labour Ministry or other government agencies will be allowed to enter the country, the Foreign Ministry announced on Friday (May 29).

“Permission to enter does not cover all groups as we are proceeding step by step,” said deputy spokesman Natapanu Nopakun at a daily briefing on the Covid-19 situation.

The Foreign Ministry has informed Thailand’s foreign chambers of commerce about the relaxation.

Eligible foreign nationals are invited to submit applications at Thai Embassies in their countries. They must have health insurance and a health certificate. They will also be subject to 14- quarantine on entry to Thailand, either in a state facility or in a private facility at their own cost.

Details of the letter sent to all foreign chambers of commerce in Thailand are as follows:

1. The Royal Thai Government's invocation of the Emergency Decree on Public Administration in Emergency Situations BE2548 (2005)

(No I) dated 25 March BE2563 (2020) to control the outbreak of the Coronavirus Disease (Covid-19), closes the entry into the Kingdom of non-Thai nationals, in accordance with the laws on communicable diseases and immigration. However, clause 3 (5) of the Regulation issued under the said Emergency Decree, also allows non-Thai nationals who either possess a valid work permit or have already been granted permission from a Thai government agency to work in the Kingdom, to apply for permission to enter the Kingdom.

2. It is, however, requested that only those in urgent need to enter the Kingdom may submit an application for entry. The Ministry of Foreign Affairs, in consultation with the Board of Investment and the Ministry of Labour, will consider all requests for entry on a case by case basis, taking into account urgency and economic importance, among others.

3. The procedure for non-Thai nationals who wish to submit an application for entry are as follows:

3.1 Contact the Royal Thai Embassy or the Royal Thai Consulate-General in their country of departure to apply for 'Certificate of Entry into the Kingdom of Thailand" at least 10 working days before the date of intended departure. The applicants must present:

(1) copy of his work permits or copy of Ietter of permission issued by a Thai Government agency (in most cases, by the Ministry of Labour) to work in Thailand;

(2) a valid health insurance policy covering all expenditures of medical treatment, including Covid-19 worth at least 100,000 USD.

3.2 The Thai Embassy/Consulate-General will forward the application to the Ministry of Foreign Affairs in Bangkok. If the application is approved, the Thai Embassy/Consulate-General will be instructed to issue the "Certificate of Entry into the Kingdom of Thailand" and appropriate visa to the applicant.

4. At the port of departure/embarkation (eg airline check-in counter), the approved applicant is required to present (I) a "Certificate of Entry into the Kingdom of Thailand" issued by the Royal Thai Embassy Consulate-General;

(2) a completed and signed "Declaration Form" obtained from the Embassy/Consulate-General; (3) a Fit to Fly Health Certificate' issued no more than 72 hours before departure; and (4) a health insurance covering all expenditures of medical treatment, including Covid-19, while traveling to Thailand in an amount of at least 100,000 USD.

5. Upon entry into the Kingdom, non-Thai nationals will be subjected to a 14-day state quarantine at a government-designated Alternative State Quarantine (ASQ) facility at their own expenses, and obliged to comply with the government's disease prevention measures pursuant to clause 11 of the Regulation issued under Section 9 of the said Emergency Decree.

This still doesn't seem very promising for those who want to come from the USA or UK any time soon.

Govt considers allowing foreign arrivals

The government is considering easing entry restrictions for foreign visitors possibly in the third or final quarter of this year, with priority given to those arriving from coronavirus-free areas, says Deputy Prime Minister Somkid Jatusripitak.

He said relaxing inbound travel restrictions is the first step in kickstarting the tourism industry, but the government has carefully screen travellers and use a tracking system to reduce the risk of a second wave of infections.

Mr Somkid said visitors from countries or areas where Covid-19 outbreaks have been contained are likely to be the first to be allowed in.

“It doesn’t have to be an entire country — we can allow visitors from towns or provinces which are free from the coronavirus. Travel restrictions will be gradually eased and foreign visitors are expected to return in the third or fourth quarter of this year,” he said.

The third quarter of the year starts next month.

Deputy Prime Minister Wissanu Krea-ngam, meanwhile, signalled that the emergency decree, which is set to expire on June 30, could be extended.

He said the decree enables returnees to be brought from Suvarnabhumi airport in Samut Prakan to the state quarantine facility in Chon Buri’s Sattahip district without delay.

However, Pheu Thai Party member Thossaporn Serirak insisted the government must further ease the lockdown measures and lift the emergency decree to allow people to get back to work and earn a living.

One thousand foreign visitors are expected to be allowed entry to Thailand per day without needing quarantine, according to a plan for "travel bubbles" to be submitted for the Centre for Covid-19 Situation Administration (CCSA)'s approval on Wednesday.

These visitors, who in the beginning will be mostly business people and patients seeking medical treatment in Thailand, must come as part of bilateral cooperation on tourism between Thailand and selected countries which have managed to contain the coronavirus, Traisuree Taisaranakul, deputy government spokeswoman, said on Sunday.

General foreign tourists will later be allowed to visit Thailand if the tourism promotion programme proves successful in terms of the transmission control, she said.

Covid-19 screening tests will be required both before the visitors leave their countries and upon arriving in Thailand, she said.

This, however, doesn't mean the visitors will be able to travel freely while in Thailand as they will still be prohibited from visiting certain parts of the country and will be tracked via a smart phone application, she said.

Final details of the plan are being discussed by the Tourism and Sports Ministry, Public Health Ministry, Interior Ministry and Foreign Ministry.

The CCSA had on Friday agreed in principle on the travel bubbles proposal despite objections raised by security authorities.

The travel bubbles programme is seen by the Tourism and Sports Ministry as the first step to safely reopen Thailand's tourism to international visitors, she said. It is hoped to help the economy recover, she said.

Despite the CCSA's preliminary approval on the travel bubble proposal, security authorities had expressed strong objections to the idea at Friday's meeting, a source said.

They asked that the proposal be put on hold because it isn't certain the tourism promotion programme won't lead to a new spike of imported Covid-19 infections and possibly a new wave of local transmissions, the source said.

Worse still, giving privilege to these specific foreign visitors while still imposing the 14-day quarantine on Thai returnees will likely prompt negative reaction by those Thais, the source said.

True. But one should keep an eye on this situation. Logically speaking , it should not be that important what passport one holds but rather from what place one can try to enter Thailand. Hypothetically one can imagine the situation traveling to Japan , staying there for two weeks and then flying to Thailand. Of course, even ordinary Japanese tourists cannot travel to Thailand right now. But the situation is dynamic and things can change further down the line ...

Presumably I just need to wait until the need for my money exceeds the perceived risk of me carrying covid to Thailand.

If that doesn't happen, I look for alternative destinations.

I am pretty sure that will work exactly as I described. It always works like that Thailand or Timbuktu does not matter. When Trump banned arrivals from China the wording was: All arrivals from China and people who spent some time in China during last two weeks are banned. Nationality does not matter.
