If they want to deny entry to anybody, I wish they would start with that set of people who so recklessly ride those motorbikes around the Sunee Plaza area . . .

The requirement is 20,000 baht or equivalent. Cash or traveler's checks, in your pocket. There are no ATM's available.

Bringing just over £500 in cash is no hardship. I would also hope they count money in a Thai bank account ?
As for hooligan motorcycle riders, it's not RACE that causes them to be highly inconsiderate. More likely a severely fouled up culture.

The article mentioned travel health insurance...is that a Thai requirement now?

Relax. They are only checking passengers they suspect are traveling to Thailand to work illegally or participate in some other form of illegal activity. If they were scrupulously checking every incoming passenger for sufficient funds and insurance, by the time you would finally get through immigration lines it would already be time for you to return home.
Thailand has talked about it, but has not yet imposed an insurance requirement on incoming passengers.
