Unless you're walking, I'd say to try to avoid it at all times, even when there is no construction going on. The closer you get to Walking Street, the more the traffic gets gridlocked. It's been that way for many years.

Those photos hardly represent the usual traffic conditions. Most of the time, it's a traffic jam.

If you're heading south there are not many driving choices. Beach Road, Soi Buakhao, Third Road, Sukhumvit, and the railroad bypass. That's all there is and traffic gets bad on all of them.
