The Pattaya City Expats Club has recently updated their web page on address reporting http://www.pattayacityexpatsclub.com/ex ... ddress.pdf - it now includes the following for reporting by mail to Jomtien Immigration (note - Immigration has a window for receipt by mail - from 15 to 7 days before due date):
• Reporting by mail: Report by registered mail – Contact your Immigration Office for address and to confirm the below list of documents is all they require. If doing by mail, the Immigration Office must receive the report BEFORE the due date. Do not mail your original passport. Send your notice by EMS Registered mail. Have the return envelope affixed with a EMS mail stamp then you can track the whereabouts of the application throughout the process. You will need to send the following documents (Be sure to affix an original signature to all photocopies):
• Photocopy of passport pages with following pages
o front page showing name / surname / Passport No., etc.
o current visa
o last entry stamp of immigration
o last extension of visa
• Photocopy of departure card TM.6
• Previous notifications of staying over 90 days (if any)
• Completely filled in and signed notification form TM.47
• Envelope with 10 Baht stamp affixed and return address of foreigner for the officer in charge to send back the lower part of form TM. 47 after having received the notification. This part must be kept for reference and for future notifications of staying over 90 days.
The above mentioned documents must be sent by registered mail and the receipt of the registration retained. It can be mailed within a window of 15 to 7 days before the report date. For Chonburi (Pattaya) Immigration Office, mail to (for other locations, contact the appropriate Immigration Office):

Especially when they're not even interested if there's been a change of address during this charade...which is the whole purpose of the ridiculous reporting process.
Here we have it: Corona attacks clusters of people. Don't stand closer than a meter away from another person. Don't be in confined quarters with a lot of people. Isolate whenever possible. Only leave your home for essential reasons. And at the same time, people are being herded in to these immigration offices, forced to stand in line with a mob, forced to sit in a confined environment with poor ventilation, all for the purpose of having some idiot staple a new white piece of paper in your passport.
Some thoughts:
--90 Reporting is an absolute waste of time for everyone involved. It accomplishes nothing.
--The 90 Day Reporters are the least of their over-crowding worries. From pure observation, these folks are a very small minority of the people crammed into the petri dish known as Jomtien Immigration.
--Obviously with the increased volume of both people to be served AND the ever-increasing bureaucratic hoops to be jumped through, Immigration needs to either move to a larger facility, remove to another location some of the functions of the office, or accomplish a thoughtful systemic review of all of the procedures. I vote for ALL of the above.
One would think the entire operation has been designed by consultants from the Trump administration.

What? Just let farangs run amuck willy-nilly?
There's lots of procedures and systems in governments, not just in Thailand, that have no real purpose. Some procedures once had a reason that is no longer applicable and other never really had a clear reason.
These systems become entrenched with personnel vested in the continuation of their jobs.
I am also convinced that these immigration workers are vested in keeping this encumbered, non automated and in crisis to justify and protect their positions.
Actually USA once had 90 day immigrant reporting. It was done at the local post office. The GAO (Government Accounting Office) wrote a report detailing it's useless and disorganization. It still took years latter to stop the procedure.
The online app does not work for many people, including me. If you want to do it by post, it needs to be sent registered. Doesn't that mean waiting in line at the post office (with no social distancing?)
