Chonburi Governor orders additional restrictions, closes shopping malls other than food and pharmacies, closes access to Koh Larn and Koh Sichang for non residents and more

As announced moments ago on the Chonburi Public Relations social media page, the Chonburi Governor, Phakarathorn Tienchai, has ordered additional closures and restrictions for the entire Chonburi province, which includes Pattaya.

The order, which is effective now until the situation improves, does the following:

-Closes Shopping Malls with the exception of Food stalls, pharmacies and restaurants. Only take out will be allowed. No in store dining is allowed. Food carts are allowed but no seating.

-Non essential areas in department stores are to be closed.

-Koh Larn and Ko Si Chang are closed to non residents, all ferries and tour boats are prohibited from going there, more details coming.

-All public parks are closed

-All club houses at golf courses are closed. (However, the courses are still open.)

-Officials and essential Chonburi personnel are not allowed to leave the Chonburi area.

Checkpoints with police and officers will be at all roads and entry points to the province as well, checking the identification and information of those travelling. Important: There is no domestic travel ban at this point.

-Non essential services at government offices will be closed.

There is NO lockdown or stay inside order. There is NO curfew. There are NO domestic travel restrictions at this point. Beaches remain open, although beach chairs must be the proper distance and no large gatherings must take place. The governor previously requested all beaches be cleared of people from 8:00PM to 6:00AM and the order has been followed for several days with law enforcement encouragement. This being said, the Chonburi government is urging people to stay home and practice social distancing.

It is expected that the emergency decree that takes effect tomorrow from the Thai Government will have additional restrictions and measures, however, they have not been announced.

Chonburi Governor releases official order with new restrictions and closures for Chonburi province

The Chonburi Governor, Phakarathorn Tienchai, officially released a new order this morning with several restrictions and closures for Chonburi Province to help control the spread of the Covid-19 Coronavirus.

The order is separated into a general order and one naming government offices and organizations.

Here is a basic summary of the order:

-Malls, Department stores and shops in those locations should close except for supermarkets, drug stores and restaurants for take away only. No seating is to be provided. (It is important to note at no point does the order say all restaurants must be take away only, it only names those in malls and department stores which has led to confusion. At this point, we would advise restaurant owners reach out to their local law enforcement partners and check as there are many mixed messages here.)

-All Public parks, playgrounds, sports venues, stadiums and other sports venues indoors and outdoors should be closed. It appears the Golf exception has been removed, however is not completely clear. We advise to directly contact the golf course and ask.

-Markets may remain open, but must have proper screening, entry and exits and not allow groups of people to socialize, drink etc. It should be for purchasing of food.

-Mass Gatherings, events, etc. are prohibited.

-Non essential government services at government offices closed. (More below.)

-Tourists “SHOULD NOT” travel to Koh Larn and Koh Si Chang. The words used, however, are short of an actual ban. Local residents on those islands can still travel to and from the island. Checkpoints are being set up on the islands to screen those coming and going.

Note from GB: Does it come as a surprise to anyone that there is conflicting information in the news? Pattaya News says tourists - if there are still any - should not travel to Koh Larn. According to the Pattaya Mail, tourists are currently banned from going to Koh Larn.

Oh well, in the midst of this crisis I don't know about anyone else, but going to a beach anywhere in Thailand is not on my agenda . . .

As for Government offices:

-The District Office only birth certificate and death certificates are allowed

-Land Office-No service for land registry, rights, contracts, inquiring about land, condo, real estate, etc.

-Land Transport Offices-No services for new driving licenses and certificates

-Social Security Offices for Chonburi and Sri Racha are closed, however online services are available.

All of these items are until further notice and the situation improves.

There was no mention of extending the entertainment venue closure, however, it is highly expected to happen within the next few days. The current closure period is scheduled to end on April 1st.

All previous items announced, such as the request not to be on the beach between 8PM-6AM, Entertainment venue closures, hygiene measures, etc. still stand.

Finally, there is NO curfew, lockdown or domestic travel restrictions.

Re restaurants (Jomtien)

Hemingways :
- no alcohol sold between noon and 1700
- food should be ordered if you want a drink.
- food can be consumed on the premises ie there is no "take-away" rule.

This will apply for the foreseeable....................unless it changes of course !

On a positive note, the bars down our Soi are all closed, which means that you can park easily in our soi to collect your meal.

Another bright side. Those of you who live in places plagued by loud music from bars in the middle of the night, nuts with gigantic speakers in their vehicles loud enough to be heard in Uruguay, and/or karaoke bars - now you have a reprieve for however long this lasts.

Chonburi Governor announces new restrictions, changes in latest order to help prevent Covid19 spread

The Pattaya News has just received the latest order from the Chonburi Governor, effective today, with more changes and updates in regards to the Chonburi, Banglamung and Pattaya area.

A brief summary of the order is as follows:

1. For safety reasons all convenience stores are to close 10:00 PM to 5:00 AM. This is NOT a curfew. Supermarkets may stay open if they are 24 hours. This follows a robbery and armed patrols in the past several days and is for safety. This is only Chonburi, not nationwide. This is also to prevent people buying alcohol and drinking in public areas at night in groups, The Pattaya News notes.

2. Golf courses are completely closed until the situation improves.

3. More exceptions have been made for shops that can open in department stores and malls-Banks, ATMs, phone stores, communication services like 3BB, financial services and property businesses may open. It is unclear if this means the tukcom phone level can open but appears to be the case.

4. All factories must adhere to social distancing policies and procedures. Additionally, restaurants may continue to provide dine in but any restaurants not adhering to hygiene standards or allowing groups of people to drink and socialize will be closed. Alcohol can only be sold during legal hours and should be accompanied by meals under the previous rules.

5. Any Business that provides accomodations for staff must follow proper hygiene standards and ensure if a staff member is sick it is reported immediately to the jurisdiction.

All items are effective today until the situation improves. There is NO curfew. There is NO lockdown. There are no domestic travel restrictions.

A Yupins update.

Today’s announcement means that Yupins will stay open as normal! Wines, spirits and beers are also available as usual.

The conditions are simply that as you enter, we will test your skin temperature, we will supply you with a hand gel, and the seating has to be a meter apart.

No Problem!!

If you want to go out to a restaurant in Pattaya, you might want to call first to see if they are open.

Here are Pattaya's current restaurant rules. I imagine similar rules apply throughout all of Thailand.

Guidelines for restaurants to operate in the COVID-19 protected areas

- All restaurants located outside shopping malls can operate as normal but must strictly abide by the advice given by the authorities regarding the set-up and protective procedures by the restaurants as follows:
- Staff must monitor body temperature of all clients who enter the premises.
- Staff must supply alcohol hand gel for clients to wash their hands.
- All staff must wear a face mask.
- Staff must thoroughly clean all surfaces and areas of human contact repeatedly.
- Table arrangements must determine that diners sit at least 1 metre apart (not tables 1 metre apart). Round table sitting where diners dine together is not allowed as diners do not sit at a distance of 1 metre from each other. Diners who come together must sit at least one metre apart.

The best way of doing business is to sell ‘Take-Away’ food. Customers who wait for their food must stand or sit at least 1 metre apart.

Restaurant operators must be absolutely sure that they have a license to operate a restaurant business and NOT a license for an entertainment business. Entertainment businesses are not permitted to open.

Restaurants in shopping malls are allowed to open but for selling ‘Take-Away’ ONLY. Customers are not allowed to dine on the premises.

Restaurants are allowed to serve alcoholic beverages at 11am-2pm and again at 5pm-midnight.

No Problem!!
I would suggest that it would be idiotic for anyone of a certain age to accept their offer at present.

Dine once & in return, increase the risk of catching covid and dying when the healthcare facilities are totally overwhelmed.

I don't know what you mean about the healthcare facilities being overwhelmed. I understand that Bangkok Hospital Pattaya is not treating one single person with Corona Virus.
