You also need to think through where this might be in 2 or 3 weeks time.

If we take the example of the US:
409 cases on the 7th of March
122246 cases on the 28th of March (my figures from between 21:00 and 23:00 UK time).

There was an announcement today the emergency decree closures have been extended to April 30 for Bangkok and surrounding provinces. All other provinces it's up to each governor. I would expect Pattaya will follow.

The streets of Bangkok look apocalyptic. I just drove the length of Sukhumvit from soi 4 to On Nut in 5 min and the only things open were 7-11's

Panic grocery buying continues. Still, food in good supply as they struggle to refill the shelves.

While there is still no curfew and people are being urged and requested to stay at home, with all the restrictions and closings, there's not much left to go out for anyway.

Chonburi Governor officially releases new orders including no alcohol sales from 6PM to 6AM and restaurant take out only to fight Covid-19

The Chonburi Governor has released a new order designed to fight the spread of Covid-19 in Chonburi. The order is extensive, primarily because it covers every other item already stated closed in the past two weeks.

We will cover the changes and new items and summarize them here for you:

-Restaurants may be take away only with the exception of ones in hotels for registered hotel guests.

-No alcohol sales between 6:00 PM and 6:00 AM. In reality, as regular alcohol sales laws apply, this means one can only legally buy between 11:00 AM and 2:00 PM as well as 5:00 PM to 6:00 PM. There is no total ban contrary to fake news that was on the internet yesterday. This is to help prevent gatherings.

-Gatherings in public are prohibited, also specifically requested no gatherings in public places like the beach, parks and public areas of residences, condos, etc. It also basically asks people not to have private gatherings at home. This essentially means no gathering drinking or socializing.

– Beauty salons, private and public, closed.

– Nurseries and Daycare centers closed

– Everything previously announced like bars, clubs, Gogos, non essential shops in malls, gyms, golf, movies etc. Closed until the situation improves.

– Hardware stores may reopen and are considered essential.

– All public and private including government tourist attractions, cultural or entertainment are closed. If it is a tourist attraction, it must be closed.

– The Beaches remain open during the day. The previous request for people to not be on the beach from 8:00 PM to 6:00 AM stands. People on beaches must practice social distancing and have one to two meters between beach chairs.

– There is no curfew or overall lockdown. People can leave and come but are subject to the checkpoints previously stated in Chonburi.

– There is no end date for this order. It is simply until the situation improves.

I agree.

I have a friend who visited Pattaya Memorial this week and he didn't indicate any differences.

I blame the media and a lot of their sensationalism for these types of rumors.

The first hospitals to be overwhelmed will be the public hospitals, in Pattaya Banglamung hospital would be a nightmare.

Perhaps so, but so far I have not seen anything telling us which hospitals in the Chonburi province are actually treating the cases. I hope it won't be Banglamung Hospital. As far as I'm concerned on its best day it's a nightmare. If that hospital will be where virus cases are treated, that would be a nightmare while you're having a nightmare.

The hotels and beaches are closed along with more restrictions.

The Chonburi Governor, , officially released a new order this morning with an extended list of closures and restrictions for the Chonburi area, which includes Pattaya. These restrictions and closures are designed to help encourage social distancing and prevent the spread of the Covid-19 Coronavirus in the Chonburi area.

The list of measures and changes is not dramatically different than the summary we provided yesterday, however, the following is now official and effective IMMEDIATELY. The order is until the situation improves, with no expiration date.:

-Closure of all hotels in Chonburi. This includes any establishment that is similar to a hotel, such as a guesthouse or a bed and breakfast. Additionally, employees of the hotel must stay in the Chonburi area during the closure for potential contact tracing. If a hotel still has guests, they must inform the local jurisdiction office within three business days or if they wish to stay open for current guests.

(Editor’s Note: There has been some confusion about the hotel closures. This has been pushed by the Eastern Seaboard Hotel Association for several weeks now as most hotels occupancy rates are near 0 in Chonburi. However, without an official closure notice from the Government, the hotel and staff can get no Social Security benefits from the current situation and many hotels face having to lay off staff or close the business. By ordering the close, this effectively saves many hotels by enabling them to collect additional benefits and tax breaks.)

-Closure of all beaches in Chonburi. There is no exception for swimming, as was originally discussed. Total closure of the beach and beach activities.

-Gas stations closed between 22:00-05:00 daily.

-All special markets that are not open for trading every day are closed. Markets that are normally open daily should be providing food only, per previous orders, and no seating or areas for people to socialize. Proper hygiene standards must be in place.

-Tattoo shops and body piercing shops are closed.

-The reservoirs are closed to the public for all activities, including fishing, biking, walking, exercising, etc.

-Pattaya City and Banglamung will have additional checkpoints for all people entering and exiting the area. Pattaya City and Banglamung will decide on the specific measures for these checkpoints and what processes will be in place. This information will likely be released by the Pattaya City Government later today.

-The Department of Land Transport Tax Office is open only for drive through service. All non-essential services are closed.

-The Provincial Commercial office is not providing any walk in services, only electronic online forms.

-Banglamung District Land office is closed. Anyone who visited the office on March 24 is asked to self quarantine for fourteen days. If they have symptoms of illness they must seek medical attention immediately. A Russian woman confirmed with Covid-19 visited the Land Office on that date.

-All previous venues and places ordered closed must remain closed. This includes entertainment venues, restaurants for dine-in and non-essential stores in malls and department stores.

-There was no mention of a Chonburi specific curfew, which means the province has decided to adhere to the National curfew of 10:00PM to 4:00AM.

Pattaya hotels, beaches closed under new coronavirus restrictions

All Pattaya hotels and beaches will close under a new order from Chonburi Province to arrest the spread of the coronavirus.

The order signed by Gov. Pakarathorn Thienchai signed on Friday applies province-wide and also includes new shutdowns of several government offices and new checkpoints in and out of the province.

Beaches throughout the province are closed immediately. This gives Pattaya the authority to sweep the Pattaya and Jomtien beach promenades clear of the crowds of expats and Thais that continued to congregate in groups there, defying pleas for social distancing.

Hotels, meanwhile, have up to three days to notify the province if they will remain open to service current guests until the end of their planned stay. Otherwise, they must close.

Employees, however, cannot leave. They must remain at the hotel or in the vicinity so health officials can trace contacts in case other staff or guests contract Covid-19.

The hotel-closure order came at the request of the Thai Hotels Association Eastern Region whose members have remained opened even with occupancy rates of near zero percent due labor laws that prohibited employees from collecting unemployment benefits if their employers closed voluntarily.

Ordered by the government to shut down, full-time workers can now receive up to half of their salary up to 7,500 baht a month for three months while casual workers can get 5,000 baht per month.

Pattaya also will erect additional road checkpoints to screen people entering and exiting Banglamung District. Drivers will be questioned, identification documents, passports and visas reviewed, temperatures and health checks imposed and checkpoint officers will be given the authority to turn away those they deem should not be traveling to the Pattaya area.

The province also ends counter services at the Land Transport, Land and Commercial departments, restricting business to drive-through or electronic services. Anyone who visited the Banglamung Land Department office on March 24 is asked to self-isolate for 14 days following a confirmed case of Covid-19 there.

Chonburi will continue to follow the national government’s 10 p.m. to 4 a.m. curfew, but added gas stations to the list of places that must close from 10 p.m. to 5 a.m. Tattoo and body-piercing clinics were told to close at all times.

In addition, weekend and other period markets were ordered closed. Only markets normally open every day are allowed to continue to operate, but only for selling take-away food.

Chonburi ordered all its districts and cities to form task forces to patrol and enforce the restrictions. Those found violating the national curfew face up to two years in jail and a 40,000-baht fine. Those violating non-curfew Chonburi restrictions face a year in prison and a 100,000-baht fine. (CPRD)

Mayor seeks hotel guest headcount before announcing decision, possibly in three days

PATTAYA: The resort city is considering a full lockdown to outsiders after the rise of new coronavirus infections in Chon Buri province, almost half of them in Pattaya or nearby areas.

Pattaya Mayor Sonthaya Khunluem said on Friday that a ban on arrivals and departures from the city is on the cards as it could be an effective measure to control the spread of Covid-19.

The city has ordered all hotels to alert their guests about the plan and check their numbers in the next three days before the lockdown is announced, he added.

Chon Buri, including Pattaya, ranked fifth in the number of confirmed cases at 54 in the latest report from the Centre for Covid-19 Situation Administration on Friday, a rise from 47 cases on Tuesday. The province had five new infections, the centre said on Friday.

Bang Lamung district, which includes four tambons that are within the municipal boundaries of Pattaya, has 25 new infections, 14 of them foreigners. Many expats and tourists stay in Pattaya or Bang Lamung.

The mayor said checkpoints would be set up on all roads leading to the city to strictly screen people. Those who are not residents of Pattaya would not be allowed to enter, he added.

Pattaya Mayor is considering a “closure” of Pattaya and not allowing any non residents in or nearly anyone out to control Covid19 spread

At a meeting with the Pattaya Communicable Disease Control Committee at Pattaya City Hall this afternoon chaired by Pattaya Mayor Sonthaya Khunpleum, a proposal was brought forward to “close” Pattaya and not allow any non residents in or anyone out, except for medical equipment, food delivery, and emergency goods while authorities work to control the spread of the Covid-19 Coronavirus.

This proposal, similar to what is taking place in Phuket, Phitsanulok and Southern provinces in Thailand, would be for several different purposes.

At the meeting, the current confirmed cases of Covid-19 in Banglamung were reviewed and found to be primarily foreigners and people who had recently traveled out of the country or to different parts of Thailand. As of today Banglamung, which is the region containing Pattaya, has 25 confirmed cases, the majority of which are foreigners, according to the data given at the afternoon meeting.

One of the recent cases which caused heavy concern was a Russian family who had recently returned from Phuket. A Russian woman had also visited the Chon Buri Land Office in Banglamung which has caused a closure of the Office and quarantine of multiple staff members.

Chonburi and Pattaya City have already taken numerous actions, such as closure of entertainment venues, beaches, hotels, non essential shops, bans on gatherings, shopping malls, cinemas, gyms, parks and more. However, as the cases have increased and nearly every case is a visitor from outside of Pattaya with little evidence of true local spread, the Mayor is now considering a total closure of the city to outside visitors until the situation improves.

Additionally, the city law enforcement will also be “heavily suggesting” mask usage in the city for all, including foreigners. It has been reported, according to the committee, that a high level of foreigners still refuse to wear masks in Pattaya, concerning local Thai residents.

Mr. Amnat Charoensri, the Banglamung Sheriff, has partnered with Mr. Khunpluem on these measures along with the five Police Chiefs from regional locations, which are Pattaya, Huay Yai, Na Jomtien, Nong Prue and Banglamung. They will be developing a plan for checkpoints in the Pattaya area which will be manned in the case of the proposal being approved by the Chonburi Governor.

Locations discussed were at all secondary roads by the railroad outside of Pattaya, such as Soi Siam Country Club and Soi Chaiyaphruek, as well as all main roads into the city proper. The proposed checkpoints would confirm any visitor entering the city is a resident of Pattaya and deny anyone leaving, except for purposes such as medical transport or a foreigner flying to the airport to leave the country with documentation.

Mr. Khunpluem has asked the local hotel establishments to give him a full list with the amount of tourists still staying in hotels in the Pattaya area within three days to help assist with potential checks. After this information is given to him, he will decide how to proceed and pass on any potential proposal to the Chonburi Governor for approval.

The Committee stressed that the purpose of a closure would be to protect the city and its residents and help ensure that there is no potential spread in the area, not because they feared there was a major outbreak or problem currently in the area.

This Proposal, again, is not finalized nor approved and at this point is merely a proposal. It will be looked at again on Monday and The Pattaya News will be at the meeting and inform the public of a decision, if any.
