Let's hope this works, but with the lack of manpower to enforce it, I doubt it will put much of a dent in the problem drivers situation. I wish I could be more optimistic. We'll see.

Point-deduction system will hit bad drivers

Drivers will need to improve their behavior if they want to keep their licences, under Road Traffic Act amendments approved by the National Legislative Assembly (NLA) on Friday.

Lawmakers voted 138-1 to approve the bill, with three abstentions.

Once it is published in the Royal Gazette and becomes law, the bill will amend the Road Traffic Act BE 2522 (1979). Its main focus is on additional punishment for reckless drivers.

Under the new system, every driver will start out with 12 points on their licence, but points will be deducted depending on the severity of traffic violations. Similar systems are used in many countries.

For example, running a red light will cost one point and failure to give way for an emergency ambulance will cost three points.

Once a driver’s points reach zero, his or her licence will be suspended. To get it back, the driver will have to attend training.

The Royal Thai Police will issue a regulation on point deductions after the bill becomes law. But the regulations must be discussed in public hearings first.

One controversial point in the draft bill was whether car rental service providers should be fined or punished if their customers cannot pay after being caught for a violation.

The NLA finally agreed that the vehicle rental company must inform police and supply them with evidence within 30 days if a client is found violating traffic laws. Failing to do so means a firm will have to pay five times the maximum fine on behalf of their client.

Not quite on the same topic, meanwhile the Red Bull heir continues to evade justice after many years, despite mowing down and killing a traffic cop allegedly driving in excess of 100 mph on Sukhumvit at 5:00 in the morning with drink and drugs allegedly in his system. This piece of shit tried to get a family retainer to take the blame, was not handed over to the police for about 9 hours, had never appeared in court and now even is able to evade an Interpol warrant. Money buys everything!

Maybe it works that way in Thailand, but tell that to Manafort. And I hope some day you also get to tell that to Trump. I'll send both of them a "Get Out of Jail Free" card from my Monopoly game . . .

One point for running a red light, so you can do it 12 times. Really ?
Presumably bribing the officer and getting j9 points is an option too.

Incidentally, I took a bus from Nang Rong to Bangkok recently and the bus had to pass through 5 police road blocks in the first hour, on the same main road. They might just be better deployed going out and hunting down a few erratic drivers.

PM vows no mercy for rogue drivers

Prime Minister Prayut Chan-o-cha has vowed legal action will be taken against rogue motorists and their companions after the cabinet approved new measures to curb deadly road accidents during the Songkran festival in the middle of next month.

The measures, proposed by the Interior Ministry, are a mix of road safety campaigns and advertisements and "strictly dealing" with drivers who break the law, Col Taksada Sangkachan, an assistant spokesman for the PM's Office, said after the cabinet meeting.

The latter approach will be carried out between April 11 and 17.

The government has all the necessary laws to cut the number of accidents, but "losses continue every year", Gen Prayut said, stressing that authorities will be more strict in enforcing existing laws to tackle risky behaviour.

The problem may not lie in the content of the laws but how they are enforced.

"We issue warnings on drunk and impetuous drivers," he said.

"Even those who accompany them may be considered [wrong] due to their failure to stop drivers" from being careless, he added.

So far the government has been trying to keep the number of casualties low, but the results have been disappointing, especially during national holidays.

Despite its "Seven Dangerous Days" campaign over the Thai New Year, the death toll rose 7% to 418 last year, with 86 deaths on April 13, which marked the Thai traditional New Year.

According to Col Taksada, the Interior Ministry will use seven measures to deal with road accidents this year. These include efforts to minimise risk on public transport services.

One measure mandates a quick emergency response for accidents.

Others include plans to make roads safer for tourists and people travelling by boat, as well as streamlining officials' work and management.

If the police don't enforce the laws then the laws won't be enforced.

According to PM Prayut The root cause of the problem is not enforcing the existing laws which I agree with. The amazing thing is not one single measure being taken by the administration to address this problem has to do with "Police not Enforcing the Laws". They simply dance around the issue hoping no one will hear the music.

You can't enforce anything when an environment is totally corrupt. Impossible. Defies the laws of nature. Never been done before.

Absolutely. What Thailand needs is to start putting corrupt officials into some very nasty prisons. Probably needs a body independent of and above the police to deal with this.
