It's sold in Pattaya in Foodland and Villa Market. I know that doesn't help much since you're in Ubon Ratchathani, but at least you know it's sold here.
If you do a Google search, there are recipes online showing how to make your own buttermilk.

Making your own buttermilk is so easy. To 1 cup whole milk add about 1 tablespoon of either plain white vinegar or lemon juice, stir it and let it sit on the counter for about 15 - 20 minutes.

It comes in a tall, clear plastic container. But why not try lvdkeyes' method first? It's very simple and a lot less expensive to do it his way, and you get better results. I've tried it before doing exactly the same as he recommends. I got my best results letting the milk come to room temperature before adding the vinegar. I haven't tried it with lemon juice.

69b for one liter at most any grocery store in Pattaya. Tall round plastic bottle that says buttermilk.
