The 7/11 opposite my condo often ask me if I want a bag. If I say yes I get one. Happened lots of times.
Also get one if they don’t ask and I do.
My Thai friend says this is only for farangs.
So what is the answer?

I imagine that will stop when they run out of bags. They are not supposed to give out plastic bags anymore - to anyone. Sooner or later they'll run out and no more will be delivered to them.
I don't know of any other 7-Elevens doing what yours is doing. If any others are still giving out plastic bags, the only reason I can think of for them doing that is to get rid of the bags they still have in stock.
