A good idea. Nothing new though.

Back in the days when Mrs Thatcher was our wonderful Prime Minister, the UK introduced some kind of scheme where contractors were charged for taking too long on motorway repairs. Hence repairs were done relatively quickly & it appeared on a 24-7 basis.
That policy has long been neglected and now roadworks drag on for months or years. Often with no workers in sight in the middle of the day.

So I hope Thailand does it properly.
They should also fine contractors for both slow and sub standard work on pavements, drainage etc. But if corruption were involved in a contract, exactly what are the odds of fines succeeding ?

I think fines would succeed beautifully. 3 guesses where the money would end up . . .

I'm glad you mentioned sub standard work and drainage. It definitely should not be fines simply for taking too long to finish the work. That would guarantee sub standard work, which I believe is likely in any case. But don't worry, quality or substandard work - it doesn't matter. Either way they'll probably be right back digging it all up again within 3 years . . .

Again, I regularly drive at that intersection and make turns there. Unless I've simply been blind to it, there was nothing wrong there in the first place.
